Allow "docker plugin" commands in Bitbucket pipelines

      Currently, when attempting to use "docker plugin" commands from the Docker API, the following response is thrown by Pipelines:

      Error response from daemon: authorization denied by plugin pipelines:

      This is currently expected, as this command is explicitly blocked from being run in Pipelines due to a previous request.
      This feature request is to add support for the "docker plugin" command back to Pipelines.
