Currently, when clicking on the Commits tab of a PR and then selecting one of the commits the user is redirected to the Commits page, where they can make comments, but those comments are not associated with the Pull Request.

This feature request is to, when the user clicks on the Commit of a PR, redirect them to the Pull Request's Files changed tab, with the select commit focused, so the user can start reviewing/adding comments to that commit as part of the Pull Request.
