Improve Docker service error handling in Bitbucket pipelines

      There are certain scenarios where a build may get stuck if the Docker service requires more memory, instead of failing with the 'Container “Docker” exceeded memory limit' error.

      This request is to enhance error handling in such cases and notify the user about the lack of memory rather than allowing the build to remain stuck until it times out.
