Issue Summary

Style issue in Bitbucket Cloud when the user navigates to the Deployments page (with no deployment yet configured) and clicks the help button.

Steps to Reproduce

1. Navigate to a repository that has no Deployment configured yet
2. Click on the Deployments option in the left side menu. This will navigate to the Deployment onboarding page
3. Click on the Help button on the right side of the top navigation bar
4. The Help button information will be overlapped by the Pipelines Editor :
   

Expected Results

The Help button info should be in front of the Editor

Actual Results

The Editor overlaps the help button info.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
