Support same environment for multiple stages/steps in a Pipeline

Currently, in Bitbucket Cloud, stages usually act on environments sequentially, and it is not possible to manually trigger two stages to act on the same environment concurrently.

Some customers would like the ability to trigger a second stage to act in the same environment.
