Issue Summary

Trying to change project for a repo if it is empty(with no commits/.git/READ ME), "Main branch needs your attention" error is observed

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

• Go to "Repository settings"
• Under the option "project" try to select a different project from the drop-down
  (The issue is also reproducible if you attempt to change any settings from repository details, like repo name, fork policy)
• Click "save"

Expected Results

We should be able to change the project without any error

Actual Results

The following error is Observed

Main branch needs your attention 

Workaround

Add a commit to the repo and then try to change the project
