Add project admin permission condition

We need to condition an “adminPage” and a proxy call based on the project permissions.
To be precise, we want to make the page and the API available only if the user has "admin" permission on the project.
Current available conditions for Bitbucket containers (workspace, projects and repositories) are:

• has_permission which only targets repositories
• has_workspace_permission which targets the workspace
• has_account_permission which targets the workspace’s owner

It would help if the conditions could be applied to projects as well.
