Do not require Bitbucket 2FA to enable pipelines for managed users

    Description

      Currently, Bitbucket Cloud requires users created after July 15, 2021 to have the Bitbucket two-step verification enabled in order to enable Pipelines in a repository (see Changes to Bitbucket Pipelines due to crypto mining abuse).

      This means that currently, even if the users have MFA enabled at the atlassian account level (or external identify provider configured in Access) they will still need to configure the Bitbucket 2FA layer to enable pipelines in a repository.

      This feature request is exempt from that requirement users that are managed by an Organization in Atlassian Access, as Access already provides the feature to enforce the MFA at the atlassian account level (or in an external identity provider in case configured).
