Automatically assign a new runner to replace runner in a bad state

Currently, builds are assigned to a specific runner. If the runner becomes unhealthy, the build will continue with the same runner and will not be reassigned to a healthy one. This means that users have to manually disable the problematic runner and rerun the build so that it can be assigned to a healthy runner.

It would be more efficient to automatically replace a bad runner with a new one.
