Provide an option to allowlist shorter pipeline IP ranges in Bitbucket Cloud pipelines

      It is recommended to allow and whitelist all the pipeline IPs. The suggestion is to allow choosing the specific shorter pipeline IP ranges instead of allowing all the ranges.
