Allow single email address for multiple accounts

      Hey team!

      We have had a request for this from a user, their use case is as follows:

      I'd like to create one or more machine user accounts i.e. jenkins that perform CI/CD actions - and don't want to manage a chain of new Atlassian accounts, would help if it can be done under one Atlassian id. by using the same Email.
