Provide an option to create a task in pull requests without adding a comment in Bitbucket Cloud

      Currently, we can add an inline comment in a pull request and add the task under the comment in Bitbucket Cloud. 

      The suggestion is to provide an option to add a task to the specific code without adding a comment similar to Bitbucket Server.

      Bitbucket Server (can add tasks without a comment): 

      Bitbucket Cloud (can add a task after the comment):
