Enabling "Allow automatic merge when builds pass" in project branch restriction doesn't work

Issue Summary

When a customer enables "Allow automatic merge when builds pass" in the project branch restriction, it doesn't work. However, this feature works when a user enable it at the repository level.

Steps to Reproduce

1. Navigate to the project settings
2. Select "Branch restrictions"
3. Create a new branch restriction and under merge settings, enable "Allow automatic merge when builds pass."
4. Save

Expected Results

User can automatically merge their Pull request when a build pass.

Actual Results

Users don't see the feature when merging the Pull request.

Workaround

The workaround is to enable this feature on the repository level for now.

1. Navigate to the Repository settings of a certain repo (instead of Project settings for a certain project)
2. Select "Branch restrictions"
3. Create a new branch restriction and under merge settings, enable "Allow automatic merge when builds pass."
4. Save
