Allow specifying the target branch for the Pull Request Pipeline

      Bitbucket Pipeline provides option to run the Pipeline manually from UI.

      The user can run the Branch, tag or the Pull request Pipeline.

      The current Pull request Pipeline in the UI doesn't provide an option to specify the Target branch the code should be merged to (in the background) and run the Pipeline on the merged code.

      This feature request is to provide an option to specify the optional target branch option while running the Pull request Pipeline from the Bitbucket UI.
