Currently in Bitbucket Cloud, when an issue is submitted by users that don't have access to the repository, the issue will have the 'Submitted' status and it will be visible only to users with access to the repo and the issue creator, until a user with access changes their status to 'Open'.

This feature request is to add the ability for admins to turn off this "review" process in the Issue tracker of a repository, so issues added by non-members of the repo are created already in the status 'Open' and visible publicly.
