Default pull request tasks for release branch

      Issue Summary

      Currently when the release branch is set as a destination branch, the default PR tasks are not being added, it would be a useful feature to add a toggle switch to the Default pull request tasks setting page, to turn on or off the behavior of not creating default tasks for pull requests with release branch as destination branch
