Add API endpoints for branch restrictions at the project level

      Currently, there are no endpoints for branch restrictions at the project level. It would be a great addition for users looking to utilize CRUD on branch restrictions in a project.  

      Example endpoint:

      /2.0/workspaces/{workspace}/projects/{project_key}/branch-restrictions
