I'd like to express that in my view, this could be problematic from an enterprise perspective (managing notifications on personal-level only); there could potentially be several notifications across the entire workspace sent for just a single PR comment made to a resource of which a large portion of the organization members are subscribed to by default.

I think it makes sense to add an enhancement to Bitbucket cloud to configure notifications from a Workspace (or other centralized) perspective.

Leaving this in hands of the individual users adds more noise to an already swamped dev team.
