Allow app user to merge a PR irrespective of Branch restrictions

      Currently we do not have an option to select "App user" to allow merges irrespective of Branch restrictions. It would be great if an option is provided to apply restrictions to set of users and also allow merge if a request is coming from a UI-based app via API.
