Currently, the List repositories in a workspace returned the repositories based on the access of the user used for authentication.

However, there are scenarios where all the members/groups were removed from a given repository, and these repos are not returned by the API even for admins of the workspace.

This feature request is for repos that have no members/groups to be returned in the List repositories in a workspace endpoint for Admins of the workspace.
