Allow "latest" tag when using pipes

      Hey team,

      We have had a user request that "latest" tag be used when defining a pipe.
      For example: atlassian/sftp-deploy:latest

      The current implementation does not support this, and will give the following error when the latest tag is used:

      It looks like you tried to use a pipe in your bitbucket-pipelines.yml that doesn’t exist. Check the name of the pipe and try again.
      

      Their use case is that they have many pipelines steps configured, so when a version of a pipe updates - they need to manually update the version number every single time this occurs for each of their steps. This is very time-consuming for them.

      I am aware that there is a workaround to reference the docker image location in the pipe tag, but this would reduce code complexity.
