Cannot rename empty repository

      Issue Summary

      It's not currently possible to rename an empty repository.

      Steps to Reproduce

      1. Create a new repository
      2. Make sure that no commit is created, not even README or .gitignore
      3. Try to rename the repository under Repository Settings

      Expected Results

      Repository is renamed successfully.

      Actual Results

      The below exception error is shown:

      Please fix errors belowMain branch needs your attention

      Workaround

      Add at least one commit to the repository and try to rename again.
