Issue Summary

Previously, the customer could fork any public repository without read access to the repository. The fork option in the drop-down menu is no longer visible to customers.

Steps to Reproduce

1. Open any public repository
2. Click the drop-down button to fork the repository (Example repo; here
3. The option to fork is missing
   

Expected Results

Users can fork public repositories without read access to the repo.

Actual Results

Users are unable to fork the public repositories.

Workaround

Grant the user read access to allow the user to fork the repo.
