Fix PR create notification on branches page

    Description

      Currently, when there is already an OPEN PR and if the user try to create a PR from branch page for the same source and destination, the "Pull Request Create" button will be greyed out.

      Users have to hover over the button to read the message

      "A pull request with the selected source and destination branches already exists"

      This is quite inconvenient, as most of the users don’t hover over the greyed button. Instead, can we have the button in place and when user clicks on the "Pull Request Create" button a message can be displayed "A pull request with the selected source and destination branches already exists" so that users can close the existing PR?
