Currently, users can merge branch without raising a PR from branches source page

• Go to "Branches"
• Navigate to specific branch, click '...'
• You should be able to find an option "Merge", which can be used to merge a branch with master and is similar to branch sync

We do not have an option to disable this option for users and allow them to merge only through PR's as branch restriction is applied for a certain branch applies everywhere i.e, if a branch restriction is applied for "master" branch for a specific set of users, then these users will not able to merge a PR, commit codes, sync or merge branch to master branch.

It would be great to get a separate option to disable branch merge and sync options on the repo for better maintenance
