G'day team!

We have had a customer request that deployment environments are able to be controlled from a workspace-level.
This means the following:

• Set a certain deployment environment as default for all repositories in a workspace, currently this must be set on a per-repository basis
• Have the option to set admin deployment control by default, meaning any new/existing repositories are automatically configured to only allow admins to deploy. Currently, this must be set on a per-repository basis.
