Issue Summary

There are instances where Pipelines steps are being queued indefinitely while using multiple Linux Docker Runners.
It seems happening intermittently.

Steps to Reproduce

1. Use Linux Docker Runners
2. Create multiple Runners on different AWS EC2 instances from different regions (e.g. 4 in asia-pacific, 5 in US-east, 4 in EU) with a common label like "aws"
3. Use the common label (e.g. aws) to run Pipelines

Expected Results

Pipelines steps will not be queued indefinitely

Actual Results

Pipelines steps are being queued indefinitely
