Problem Definition

When adding a reviewer in a pull request of a public repo, multiple users with the name you are typing show up in the user picker dropdown, even if they have no access to the repo.

The user picker for PR reviewers currently recommends users based on how much the user has commented, mentioned others, been mentioned.

If there are multiple users with that name, the user we want to add may not always show in the 'user picker', even if they have been granted explicit access to the public repo.

Suggested Solution

To circumvent this problem, it has been requested to allow users to add PR reviewers via email

Workaround

• Use the following API to update the pull request and add the reviewer:

• Alternatively, asking the user to leave a comment in the PR should prioritise them in the user picker.
