Hey team,

We have had a user request that they be able to customize the behaviour of the  [skip ci] functionality when performing commits.
They wish to be able to turn this off for tags, so that when they include the indication - it will not trigger for branch/PR but still trigger a build for tags being pushed to the repo.

It would make sense in this case to include a setting in Bitbucket cloud to customise the behaviour of adding this to commit messages/PR description.
