Downloading export issue is failing

Issue Summary

Downloading export issue is failing with Something went wrong error.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Export issue from https://bitbucket.org/<Workspacename>/<RepoName>/admin/issues/import-export
2. Click the link to download export issue
3. Clicking link will show Something went wrong error

Expected Results

The user is able to download the export zip.

Actual Results

The user is unable to download the export zip and returned an error.

The below exception is thrown in the sentry error log:

UnicodeDecodeError
'utf-8' codec can't decode byte 0xee in position 12: invalid continuation byte

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
