Fire a /webhook event for Completed/Unchecked Pull Request Tasks

      Is: When a user completes a tasks, or unchecks a task on a pull request, there is no /webhook event, as far as we can tell (see also https://community.developer.atlassian.com/t/webhook-event-for-pull-request-tasks/59651).

      This means, on Connect app or other automation cannot react when a task is complete. For example: merge a pull request once all tasks are complete, or kick of some automation once a task is complete.

      The only option the connect app / external automation has if it wants to monitor the tasks, is to pull the pull request status.

      Should: Trigger a /webhook even when a task completes. It might be the existing pull request modified event, or a new task specific event.
