Clear Cache Pipe with upload cache in same step

Currently if we use the clear cache pipe, it will only clear the cache, new cache will not be updated on the same step because the step sees the existing cache and skips upload of new cache on the same step. 

This feature request is to allow the the presence of the clear cache pipe (or clearing cache via API) to allow upload of cache on the same step.
