Unable to commit new change within UI after changing branch with editor

Issue Summary

After changing the branch while editing the file on the UI, the commit dialog does not show correct and prevents users to commit the change.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Navigate to a file on the UI, then click "Edit"
2. Change the `Branch` for the file
3. Make changes on the file then click "Commit"

Expected Results

It's expected to show a Commit dialog for users to enter commit message:

Actual Results

The commit dialog not showing correctly

Workaround

Change the branch first before clicking the "Edit"
