Ability to manage username or enforce user to use an email address as their username

We'd like to have the ability to administratively change usernames to something of our choosing.

The ideal solution would be to have the ability to force users of a managed Bitbucket account to use their email address as their username, but this is currently not allowed due to character restrictions (no special characters like . or @).
