Restrict branch creation only from Jira

      Currently, the way to create a new branch in a repository is through Bitbucket.org only and we also redirect branch creation to Bitbucket.org from Jira.

      Feature request:
      It would be useful to have a feature where user admins can restrict the creation of branches only from Jira.
