Notification on PR comment limit

Currently, we do have a limit for the number of comments that can be added to a PR(1000). Once the limit is exceeded users typically see the following behavior

• Add and save comment, you can observe the message "sending ...."
• Once the page is refreshed the comment will be disappeared

It would be great if we have a user-friendly notification that states the PR limit for comments when the limit is reached.
