Move private repo with public wiki to private project

Issue Summary

When you try to move a private repo with a public wiki or issue tracker from a public project to a private project you'll see this error on UI:

The UI say to fix the errors below but didn't highlight any errors on the screen.
Also, by looking into browser DevOps we can retrieve this response:

{"type": "error", "error": {"message": "A repository in a private project cannot be publicly visible."}}

Steps to Reproduce

1. Create a private repo on a public project
2. Create a public wiki or issue tracker on this repo
3. Try moving this repo to a private project

Expected Results

You should be able to move the repo to the private project since it's a private one.

Or, at least inform in the UI that the public wiki is the blocker.

Actual Results

You can't move it and the error says the repo isn't private.

Workaround

The workaround possible is to change the wiki/issue tracker permission to private and you should be able to move the repo.
