A workspace runner can be used by all repositories in a certain workspace.

Some customers would like to limit the repos that can use a workspace runner.

At the moment, admins can create a repository runner, instead, for each of these repos.

It would be useful to be able to limit a workspace runner to certain repos only, in order to avoid having multiple repository runners.
