Issue Summary

When the workspace is out of build minutes, it's not possible to manually trigger a pipeline, even though the pipeline is configured to use self-hosted runners.

Steps to Reproduce

1. Test is a workspace that has run out of build minutes
2. Try to manually trigger a pipeline that runs on self-hosted runners. It will poup up a message saying to purchase more build minutes.

Expected Results

Since the pipeline runs in a self-hosted runner, it should not need to have available build minutes in the workspace

Actual Results

When trying to run the pipeline manually, the following warning message is shown :

Workaround

• Manually git push to the repository, as the pipeline runs successfully when automatically triggered.
• Use the API endpoint (https://developer.atlassian.com/cloud/bitbucket/rest/api-group-pipelines/#api-repositories-workspace-repo-slug-pipelines-post)
