Error displaying Jira issues tab in repository

Issue Summary

When trying to open the Jira issues tab in a repository, we receive the following error message: 

"We can't load the page
Try again in a few seconds." 

This is affecting repositories in new workspaces and in old workspaces if you remove the Jira add-on from workspace Settings > Installed apps and reconnect a Jira instance 

Steps to Reproduce

1. Create a workspace
2. Go to workspace Settings > Jira
3. Connect a Jira instance
4. Create a repository under this new workspace
5. Open this repository
6. Open the Jira issues tab

Expected Results

You should see the following message "Track your Jira projects from within your Bitbucket repository." 

Actual Results

You see the error message:

"We can't load the page
Try again in a few seconds.

Try again"

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
