When viewing reports in Pipelines page, not all the annotations are loaded

Issue Summary

Currently it's possible to view annotated reports in both Pull Requests pages and pipelines pages, as per Code Insights documentation

However, while viewing the annotated reports in Pipelines page, not all the annotations are loaded (it only loads the first 100).

If you load the same report in the pull requests page, all the annotations are loaded successfully.

Steps to Reproduce

1. Click Pipelines on the left navigation sidebar.
2. Select the pipeline you want to see the reports for.
3. Click the # reports link at the bottom of the pipeline modal to see the detailed reports.
4. If you have more than 100 (pagelen used by the API call) annotations in the report, only the first 100 will be shown, ordered by severity.

Expected Results

All the report annotations should be loaded when accessing it through the Pipeline page, as it successfully loads when opening through the Pull Request page.

Actual Results

Only the first 100 annotation are loaded when opening the report in the pipelines page

Workaround

Use the pull request's page to view the report and associated annotations.
