When a user who has not enabled 2fa is invited to a repository that has enforced 2fa, the page loads infinitely.

Steps to Reproduce

1. Enforce 2FA under access controls
2. Invite the user who has not enabled 2FA

Expected Results

Should throw an error immediately

You've been temporarily blocked from this page

Enable two-step verification to get access to this private repository and all others that ****** owns.

Actual Results

The page loads infinitely and shows the error only after refreshing the page
