After changing a repository project, all users with direct access to it are removed

Issue Summary

After changing a repository project, all users listed with direct access (not members of any group) are removed from it.

Additionally, all the groups that are not configured to automatically assign permissions for new repositories, are also removed from the repository permissions when changing the repository project.

Steps to Reproduce

1. Access the repository General settings page
2. Change the project linked to the repository
3. Save the change

Expected Results

When the repository is moved to a new project all users' access is to be kept the same.

Actual Results

Users that are not members of a group with the same level of access that they had with direct access either have their access downgraded or removed. Also, groups that are not configured to automatically assign permissions to new repositories loose access as well,

Workaround

• Specific for groups loosing access :
  Configure the Automatically assign permissions for new repositories option (Workspace Settings > User groups > Select Group > Edit) in every User Group which you do not want to be removed when the repository project is changed.
