Repository archive downloads disrupted (affecting AWS CodePipeline)

Issue Summary

We have determined that a percentage of users attempting to download repository archives are intermittently encountering errors, and we believe this is responsible for the CodePipeline failures that have been reported.

Steps to Reproduce

1. Download repository archive from UI or
2. Connect to Bitbucket Cloud Repository from AWS CodePipeline

Expected Results

The user should always be able to Download repository archive from UI and be able to connect to Bitbucket Cloud Repository from AWS CodePipeline

Actual Results

The user is intermittently unable to Download repository archive from UI and Unable to connect to Bitbucket Cloud Repository from AWS CodePipeline
