Currently, we send all email notifications if users watch the repositories and users need to un-watch the PR if they didn't want email notification which is hard to maintain if users have lots of PR to review. It's best to have the ability to follow specific users for email notifications which automatically follow that user whenever the user creates a new PR or Update.
