API to rerun pipeline build

    Description

      Currently, there is an API to run the pipeline but not for rerunning the full pipeline or rerun just the failed steps.

      Feature request to:

      1. Have a new API to rerun builds in entirity

      2. Have a new API to re-run just the failed steps :
