Ability to configure notifications for self-made actions

We would like to have the ability to configure if notifications will be sent or not to actions that the author of the changes started.

At the moment, it is only possible to stop all notifications for a given repository/pull request/etc, however, this is not optimal as we would lose updates done by other users.
