Allow Pipelines Runner to support multiple steps (parallel)

      Currently, each runner will run one step at a time. If you configure a single runner to use parallel steps, it will run each step one by one instead of being parallel.

      It would be good to have added capability to support multiple steps in a single runner to allow parallel steps to be used with a single runner.
