Pull request diff times out or loads slowly

Issue Summary

Pull request diffs can sometimes time out or it load slowly. This affects both the UI and the API. The user will see 500, 502, 504 or 555 errors.

Steps to Reproduce

This can only be reproduced under certain specific circumstances, this will not happen on all pull request diffs. Sometimes the same pull request may experience this issue intermittently and sometimes load successfully.

Expected Results

No timeouts or errors on pull request diffs.

Actual Results

Timeouts or slow responses. The user will see 500, 502, 504 or 555 errors.
