Support of AWS EKS managed node groups in Runner

      Provide the support of AWS managed node groups in Pipeline Runner.

      "managed node groups" means that it is a cluster with autoscaling in AWS. Autoscaling requires an automatic runner registration on a node start and we currently don't support it.
